Frank Bourree (FCMC), Partner
Frank is a Partner and owner of GT Hiring Solutions (2005) Inc. which operates nine offices in BC with 130 staff. Chemistry Consulting along with its subsidiary company GT Hiring Solutions provides Business and Human Resource Services including a contract with the BC Government for WorkBC Employment Centres on Vancouver Island and the BC Lower Mainland. GT Hiring Solutions and its sister company Chemistry Consulting Group has won BC Business Magazines “Best Companies to Work For” five years in a row.
For 12 years Frank was a Partner with Grant Thornton LLP Chartered Accountants and Management Consultants. Prior to entering the consulting business, Frank was the BC regional manager for Controlled Foods International for 15 years and then for 10 years an owned and operated of 10 of his own restaurants. Active in his community, Frank is the Past Chair for Greater Victoria Chamber of Commerce, on the Board of the Greater Victoria Coalition to End Homelessness, a Leadership Speaker for the United Way, the Treasurer of the Victoria Spirit Committee and is the Past President of Community Living Victoria Foundation and a former Board Member of Tourism BC. Frank is a Member of the Order of St John and a Fellow of the Certified Management Consulting Institute.
Christine Willow (CMC, RPR), Partner
Christine is a Partner and owner of GT Hiring Solutions (2005) Inc. She is a Certified Management Consultant (CMC) and a Registered Professional Recruiter (RPR). Christine specializes in providing customized industry-specific recruitment, training and consulting services related to operational and human resources issues. Christine currently oversees a team of over 130 employees located in eight offices throughout BC who are delivering WorkBC Employment Program services in partnership with community service providers and on behalf of various levels of government. Christine has been involved in employment and training programs for the past 20 years. Additionally, she leads the company's foreign worker recruitment program and has travelled to the Philippines, Mexico and across Canada to recruit workers.
Active in the community, she served as Chair of the Board of the Victoria Airport Authority, was a Director for the Canadian Airports Council and as a Director for the Victoria Police Board. Additionally, she has also served on the Canadian Tourism Human Resource Council, the BC Restaurant Association, Greater Victoria Economic Development Agency, go2 The Resource for People in Tourism, the Downtown Victoria Business Association and she is the Past Chair of Tourism Victoria.
Luba Kamenko (CPA, CGA), Chief Financial Officer
Key responsibilities include: financial management, forecasting and budgeting.
Luba also provides support to both GT Hiring Solutions and Chemistry Consulting on all accounting related matters, including reconciliations, inventories control, preparation of financial statements, and financial modeling.
Carolyn Yeager, Chief Operating Officer
Carolyn has been part of the GT Hiring Solutions’ provincial management team since 2006. She currently serves as Chief Operating Officer with responsibility for the WorkBC Employment Services Centres located in Victoria, Saanich, Nanaimo, Burnaby and Chilliwack. Previously, Carolyn served for four years as the BC Employment Program Vancouver Island Regional Manager, and for five years as a HardHats Program Manager. Prior to joining the employment services field, she held management positions in hotels across Canada and has over 20 years of marketing and public relations experience.
Marcia Hammonds, Chief Talent & Culture Officer
Marcia brings with her over 25 years’ experience in human resources operations and consulting, both locally and internationally. Having worked with Chemistry Consulting, GT Hiring Solutions “parent company” for five years, Marcia assumed the role of Chief Talent & Culture Officer with GTHS in early 2015; with the goal of providing more focused human resources support to our 120+ team members throughout our 8 BC ESC office locations.
Before joining Chemistry Consulting Marcia spent seven years living and working in Dubai, UAE initially in the capacity of Human Resources Consultant for Serco Middle East, a large service-oriented multi-national company headquartered out of the UK, and then more recently as an Executive Recruitment Consultant for Kershaw Leonard, a boutique-style recruitment agency. Prior to living in the Middle East, Marcia held various senior human resource positions within the consulting and hospitality industry, most notably with Grant Thornton and Fairmont Hotels & Resorts.
Jonathan Rugge, Chief Information Officer
Jonathan has more than 15 years of experience in the fields of information technology and information systems. He has successfully developed and supported systems for numerous past ministry employment programs including the BC Employment Program, the Workplace Training for Innovation Program, the Jobs Placement Program, HardHats and others. For the WorkBC program Jonathan is responsible for all issues associated with GT Hiring Solutions’ side of the Integrated Client Management (ICM) system including server maintenance, website data integration, and data security. Jonathan also provides IT/IM consulting services through Chemistry Consulting Group with a focus on database and web applications.
Lindsay McLaughlin, Chief Administrative Officer
Lindsay has worked in employment programming since 1997 with the GT Hiring Solutions team. In her current position as Chief Administrative Officer she works with eight WorkBC offices within five communities. Previous to this position, Lindsay was a Service Delivery Manager for Vancouver Island with GT Hiring Solutions, she has also worked as an employment coordinator, facilitator and program coordinator with a variety of different employment programs and funding models. Lindsay has also worked for global companies in operations and project management in the hospitality and transport industries.
Anne Russell – Director of Operations Vancouver Island
Anne began working with GT Hiring Solutions in 2008, after returning from successfully living and working in Taiwan. Prior to living in Asia, Anne's experience included working in Victoria with a variety of not-for-profit agencies, including time as an Outreach Counsellor with Victoria Youth Clinic as well as the Assistant Executive Director for the Fernwood Neighbourhood Resource Group.
Effectively supporting youth and families, contributing to community development, and working within the area of human resources has always been a passion and key focus throughout Anne's career. Currently residing in Nanaimo, Anne is now the Director of Operations for Vancouver Island.
Heidi Powell - Director of Operations Lower Mainland
Heidi has worked with GT Hiring Solutions since 2005 in several positions, including BC Employment Program Technical Service Advisor and Work BC Employment Service Centre Manger. During this time, Heidi completed her Business Management Certificate in Human Resources at BCIT, and honed specialized service delivery thru Employment Services to Canada’s new-comers.
Prior to joining GT hiring Solutions, Heidi attended Capilano College and the University of British Columbia studying Art History and Philosophy. Before working in the employment services field, Heidi was in the hospitality and retail industries; where she held both management and auditor positions.
Garth Yoneda, Manager Community Relations
Garth joined GT Hiring Solutions in 2003 after 25 years in the non-profit Social Service Sector as an Agency Director, Program Manager, Youth & Family Counsellor and Employment Coordinator. He brings a background of dedication to the development and delivery of services and supports to disadvantaged youth and adults. Garth currently volunteers weekly at the “Our Place” (a community resource for the homeless) as well as volunteering with the Victoria Jazz Festival, Blues Bash and the Hornby Island Blues Camp and Festival of the Arts
Charles Shier (CA), Chief Financial Advisor
Charles has been overseeing the financial and IT administration of GT Hiring Solutions’ employment programs since 1997. For consulting clients, Charles offers more than 25 years of experience as a chartered accountant, auditor and chief financial officer, and provides a range of business valuation, financial modeling, and financial analysis services. His particular areas of expertise include the development of financial projections and costing models, financial analysis, controllership, and financial performance benchmarking.
